Should you approve of my
recommend-
ation that a Second Magistrate be permanently appointed,
I advise that his salary should be the same as that
sanctioned in your Despatch No. 280 of 8th. December,
1899, in the case of the Second Magistrate for the New
Territory viz.- $4,800 rising to $5,400 by triennial
increments of $300. Two Officers, Messrs. Hazeland and
Kemp, have applied to be appointed as Second Magistrate
and I enclose copies of their applications.
As regards Mr. Hazeland, he has been
called to the Bar, has had experience in the Registry of
the Supreme Court and has given satisfaction by the way
in which he has discharged his duties as Acting First
Magistrate.

As regards Mr. Kemp, he is not a
Member of the English Bar, but has given satisfaction as
Acting Second Magistrate, and is a Cadet.
The Earl of Knutsford in his Despatch
No. 293 of 28th. November, 1891, in reply to Governor's
Despatch No. 331 of 11th. October, 1891, laid down the
conditions on which a Cadet should have a preferential
claim to be appointed a Police Magistrate.
Mr. Kemp has as yet not fulfilled
either of the conditions laid down, but, as appears from
his letter already enclosed, is willing to pass an
examination in the books and subjects specified in
Colonial Office Despatch No.293 just adverted to, of
